If the Fire Herd meets the Fire Village somewhere, or the Ice Herd meets the Ice Village somewhere, put it in this board. Note, it doesn't have to be the entire village and herd, often times it's not, it can be a single human and Pegasus, or a little group. Whatever's fine here! Also note, no Fire Herd meeting Ice Village or anything like that in THIS board.
